Houangninan is a holder of a Master's degree in Applied Hydrobiology with a major in Marine Biology and a Master's degree in Public Law from the University of Abomey-Calavi in the Republic of Benin and a Professional Degree in Environmental Sciences from the Catholic University of West Africa (UCAO) with a major in Natural Resources Management. He is interested and study Gulf of Guinea’s sharks population. Until his enrolment in the ACeCoR programme, he was an associate researcher at the “Institut de Recherches Halieutiques et Océanologiques du Bénin (IRHOB)” and a Research and Teaching Assistant at the “Laboratoire de Recherches sur les Zones Humides de la Faculté des Sciences et Techniques de l'Université d'Abomey-Calavi (LRZH/FaST/UAC)”. In Benin, he is involved in several committees working on the marine environment and fisheries. He is co-author of several reports, including the report on the study of alert thresholds in the context of the Early Warning System (SAP) project funded by the United Nations Development Programme (UNDP) and the report on the Identification of Areas of Ecological or Biological Interest (EBSA) supported by the Abidjan Convention.
